As President and CEO of BDM Consulting, Dr. Franklin DuBose provides the vision and strategy to mesh the unique needs of the public and private sectors with the nuances of working with academia.  With the goal of offering innovative solutions, efficient practices, and outcome-focused support, BDM Consulting hires, trains, and retains high-quality staff; incorporates and implements industry best practices; understands its customers, organizations, and industries; and creates new ideas and approaches to solve the most challenging problems.

Dr. Franklin DuBose is a scientist, educator, analyst, and certified project management professional with over 10 years of experience in the nuclear industry.   After completing his graduate work in physics, Dr. DuBose became a scientist at the Savannah River Site, where he was a subject matter expert in a range of nondestructive nuclear detection methods.  He was primarily responsible for the characterization and quantification of special nuclear material, including various forms of plutonium, uranium, and mixtures thereof.  He also held responsibilities for the management and technical oversight of several analytical methods used to support environmental monitoring, including alpha spectroscopy, liquid scintillation counting, and mercury analysis.    

After leaving his work with the federal government, Dr. DuBose remained active in international and domestic safeguards, working with both state/federal government and academic institutions.  In addition, Dr. DuBose has served in an advisory capacity on multiple federal projects with budgets up to $25 million.  His international experience includes technical advisement to Global Threat Reduction Initiative programs in Sweden, Italy, and Belgium.  Domestically, he has been a frequent contributor in efforts to develop new nuclear detection methods, introduce higher standards into existing methods, and improve performance assurance for DOE safeguards programs.  Through his company BDM Consulting, Dr. DuBose frequently assists with federal oversight of Department of Energy nuclear sites.  This includes onsite evaluation of safeguards program elements and providing technical training and education on nuclear material control and accountability.  The training includes material accounting, material control, nuclear measurements, material statistical sampling/analysis, performance testing, and inventory difference evaluation.  He has provided safeguards-related training to both DOE and NRC personnel.  BDM Consulting has also worked with private industries to provide technical advisement on various projects including drone research, commercialization of accelerator technologies, and development of educational materials for K-12, college, and adult learners.

Dr. DuBose has published papers on nuclear detection, integrated performance testing, and safeguards defense-in-depth.  He has also made numerous technical presentations and continues to provide input to various sites within the DOE complex on safeguards program improvement.  He has a B.S. in Mathematics (1999) from Morehouse College, a Ph.D. in Nuclear Physics (2009) from North Carolina State University, and is a certified Project Management Professional (PMP), SAFe 5 Scrum Master (SSM) and SAFe 5.0 Program Consultant (SPC).
